1 / Support technical and social innovation to bring all waste collection, treatment and recycling activities into the circular economy

10 operations for a budget of 4 212 230€,  wether 12% of the total cost project

This action mainly aims to implement innovative solutions in waste prevention and management to improve regional waste recovery performance and deliver better waste management in the region.

On a practical level, it will involve the implementation of an awarding scheme for glass sorting, but also the launch of a call for projects targeting businesses in order to promote innovative solutions with a high replicability potential.

2 / Consolidate and adapt facilities to improve waste recycling rates (collection, sorting and treatment on a local level)

55 operations for a budget of 18 884 434€, wether 55% of the total cost project

The purpose of this action is to develop waste collection and processing facilities that encourage sorting upstream of the waste processing plants. This action should allow to significantly improve waste recovery performance for more than 40 % of the region’s population between 2018 and 2020.

Concretely, it will lead to the optimization of household waste recycling centres performance, to the extension of sorting containers, and to develop collective composting facilities.

3 / Create skilled jobs in waste prevention and management and boost the skills of persons in charge of waste in local authorities and businesses

4 operations for a budget of 72 760€ wether 3% of the total cost of the project

This cross-cutting action aims to support waste management-related job trends as a lever for performance improvements and raise the awareness of residents and businesses. The objective is also to reinforce the teams in place, such as creating sorting ambassadors, managing the deployment of selective collections, and to develop new professions such as recycling centre “waste sorting agent” or master composters.

4 / Support the implementation, on relevant levels, of prevention, information and awareness initiatives on optimal waste management procedures

40 operations for a budget of 5 564 187€, wether 16% of the total cost project

The purpose of this action is to stimulate strong involvement of local communities and local elected members to prevent, reuse and sort waste, based on the delivery of concrete outputs that involve them directly.

Concretely, this will lead to develop and deliver Local Waste Prevention Programmes, develop new recovery centres, implement a food waste reduction campaign in school catering, or strengthen population awareness operations by increasing and adapting communication.

5 / Identify and coordinate, between local authorities, the technical and financial tools for waste prevention and management

14 operations for a budget of 1 096 000€, wether 3% of the total cost project

The aim of this action is to evaluate the feasibility and to implement investment projects concerning sorting centres for household packaging and waste from the construction industry, composting platforms, and to optimize collection equipment. These studies will lead to different operations that will be carried out between 2021 and 2023.

6 / Promote exchange and sharing of good practices

Budget of 2 252 905€, wether 7% of the total cost project

The main purpose of this action is to continue and sustain the coordination process in the long-term, driven by the joint-working arrangements in the present LIFE IP Project and development of the PRPGD. It will thus seek to involve other exemplary regional authorities through calls for projects, and to promote and enhance collaborative actions between cities and local authorities in charge of waste. This action will lead to a second FAM Trip which will take place in 2022.

An evaluation plan will be produced and submitted to the committee at the end of 2018, and each year, annual implementation reports will be written and presented to the project monitoring committee. At the end of 2023 (the project closure), these reports will be synthetized in order to produce the final evaluation report.
